local Gulf water

What are the risks/benefits to using local Gulf of Mexico water for water changes? What about sand from the barrier islands for a refugium?

Polution. You really need to go miles out to see if you're going to collect water/sand to use in your tank. The Monteray Aquarium has pipes running several miles out to use for their tanks.

I would be going in a boat 10 - 15 mi to the barrier islands. the water there seems to be much different than against the MS coast.

Agreed, as long as you go far enough offshore, that would be a great source of water for your tank as long as you don't let it sit too long. It may not be a bad idea to run it through carbon filtration also IMO.

With the money you're going to spend on fuel you could buy an ro/di and several buckets of salt.

I agree with what has been stated I live in the south east coast of florida and I use Ocean water here but I don't think I would use water from the gulf unless I was down in the keys or near there.
