Lighting Question

I wanna know if I can put 2, 250 watt blubs in a 1000 watt ballast for a short time until I get my 400 watt blubs and if that's ok, can 2, 400 watt bulbs be in a 1000 watt ballast long term?

I wouldn't chance it. You could possibly have disastrous effects.

Nope,.. your ballast needs to be matched to your bulbs,.. the 1,000 W Ballast will only drive 1,000W bulbs.

I don't know what will happen if you try,.. but I wouldn't especially at the price of MH bulbs.

Seriously though, I think that you would be overdriving the bulbs way too much and they would just pop. As Wiskey said....MH bulbs cost to much to have that happen.

I dont even know that they'd fire up. Probably not a good idea.
