Is it necessary to have a skimmer for a frag tank?

I'm contemplating setting up a frag tank and would like to know if a skimmer is necessary despite the fact that it will not be housing any fish. If a skimmer is not necessary for a smaller tank (let's say 20 gal), at what size tank should I consider having a skimmer?

what kind of frags? do you plan on doing major water changes? you will still get detritus and DOC's in the water column. this will have to be removed somehow.

Soft corals xenia, yellow polyps and mushrooms. Pretty much the corals that are outgrowing their 'area' in my tank. I would like to use the frag tank to let them grow out a bit larger before trading or selling.
