A tall tank is best for horses!

Particularly if you want them to breed, the taller the better.
I'd scrap the undergravel, you could probably use the Penguin, and I'd add a skimmer. Do you plan to use live rock? I do.

Don't let that sump/refugium thing scare you, it doesn't have to be as elaborate as that, my first horse tank was an Eclipse tank with the same bio-wheel that your penguin has. Actually I kept my first horse about 16 years ago with a UGF but that's another story
Seahorse.org is a great resource, and there are a couple of Yahoo groups: go to
http://groups.yahoo.com and search for Seahorse-talk and Ultimate_Seahorse Both are good discussion groups.
Take your time, do lots of research on the species you'd like to have (I did but was sent the wrong speci! LOL) and if you're lucky, soon you'll be watching stuff like this:
