Icecap 430 VHO Ballast

I took the old bulb out of the cap while it was still on. Does anyone know if my ballast is fried from this seemingly simple mistake? I have checked the fuse in the ballast and it is fine. The new bulbs flicker but will not come on. After putting in the old bulbs again and same results I checked the directions for the ballast ( should have done this first) and found a bold warning not to power up the ballast without all the bulbs in. I am guessing that breaking the circuit with the power on by removing the bulb has the same negative effect. Help

my thought is that the new bulbs are not all the way in and or not getting a good conection, make sure that there is a good conection.
