I know people that keep two species of clown in a 6' tank. As long as there is ample territory for both pairs, you should be OK.
I wouldn't recommend it in a smaller tank though, but in my younger, stupider days, I kept ocellaris and frenatus in the same 30 g tank (we bought the tank from another hobbyist, and it came complete with the fish!), and had no problems - but I'd consider that more the exception than the rule. We had no anemones in that tank either, the "technology" to keep them hadn't been figured out yet.
