The only thing i can think of is something with the pump but it sounds fine when it is running

An in sump skimmer is not going to make anything easier. The HOB octo is a great skimmer, you just have to learn how these things work. Each skimmer has adjustments. With an HOB it is usually up and down with the cup and open shut with the air. Also after cleaning, you have washed away the slime coat that built up, so you just need to give it a few days to build back up.

So make mental note of what you do to fix the problem, so next time it's an easy fix

Could be that something in the water is breaking up the surface tension. Hand cremes, lotions, and crap like that can really affect a skimmer. Even oils from your hand.

is the water level in the tank the same now as it was prior to your working on the tank?

That might have something to do with it.
