really too poor a picture quality to even attempt accurate ID to the genus level, could we get a pic that is in focus???

...and we need a few key features and characteristics as well, to start with, it would help t know where the specimen came from, as well as whether you can see through the thalli, is the frond slippery/slimy or relatively smooth and "dry" when out of water? A picture of the specimen spread on a white piece of filter paper with a ruler for scale would help identify the presence or absence of the types of branching, the attqchmen of the thalli to other thalli, and how the symmetry of each thalli is developed: all key features in the initial identification process.
For example, check Gelidium pusillum, a red algae from Hawaiian waters.

Well before getting to the point that we can even think of a family, we need to know some of the basic info to divining what group of Rhodophyta we have in hand:

If it gives you any indication of the amount of detail needed, the ID for the above specimen is reached at around key 35...
