Air has to go in for the skim to work, open the gate valve all the way, (assuming the pump came w/skim and is not oversize) then adjust the valve by closing until the air/water interface is near the neck. not you will not get much production in from an empty tank. Looks good.

While your skimmer is running, start raising it up out of the water. You will start seeing a difference in the performance as far as flooding. The issue is that the skimmer is sitting in water that is too deep. Or, something is causing it to not pull enough air and too much water. Typically its water depth and head pressure that cause it.

its a sp-3500 pump that has been mesh modded...ive tried opening the valve all the way but the bubbles still end up rising to the top even when i block the air inlet water rises to the neck and stays there...

a fellow local reefer suggested i raise the skimmer off of the tank so it can be around 5-7 inches submerged in water that is why i built the eggcrate stand...but its still not working

I think I remember seein some kind of "rock putty" somewhere but dont quote me on that. I know alot of people zip tie in a few discreat places. But drilling and attaching with acrylic dowels is fairly popular i beleave.

Everything looks pretty nice so far, nice job on the stand and canopy. Doesn't having the outlet on the skimmer like that defeat the purpose of having those baffles in the sump?

How many pounds of rock is that? It looks pretty good, nice and open. but I'd avoid leaning any on the glass. It's not a structural thing, but you'll never be able to clean that area, which you may (I'd say will) regret.
