Grow out tank

I have a tank that is 24'' x 15'' x 12''. I am wanting to make a grow out tank for frags. It is drilled in the upper corners on the back side. Would it be better to run it to a sump or do a closed loop system with a HOB filter? Any comments on how others has theres would be great.

Nice fixture if you have a method to hang it. I liked the other style because it clamped onto the tank. I did change the bulk to a 10K though.
