Your light cycle is a bit on the long side perhaps. I had hair algae all over the place a few months back. Here's how I got rid of it for good.
My biggest problem was I was overfeeding. I fed probably about a teaspoon worth of food to my tanks inhabitants twice a day (this was only a 10 gallon reef). First, on the advice of the good people here, I cut down my feedings to just a very tiny bit once every 3 days.
Secondly I dropped my lighting cycle, I cut it down to 7 hours of light a day.
Third I did larger water changes. Once a week I'd do a 20% water change. Before the water changes I'd take a turkey baster and blast the heck out of my rocks to get all the junk up into the water column so the water I changed out would be absolutly cloudy with detritus.
Lastly, try as hard as you can to pluck out as much of the algae as you can, as often as you can. I used a stainless steel pair of surgical forceps I bought from Marine Depot.
You basically just want to rid your rocks and substrate of built up nitrates and phosphates. Using the schedule and developing a regular maintenance plan, I was able to permanently get rid of all my algae in about two months. It's not easy and it does take time but it works. Upgrade your cleanup crew if you can. That will help you out too. Good luck with everything.
