Bad is relative... most algaes are not wanted in a display and are labeled bad. I cannot see the pic well enough to say what it is. Is it hairy? It really matters little what kind it is, the answers are going to be the same. Algae needs light, food (PO4) and a place to settle ( low enough flow to attach). 9 times out of ten lowering phosphate levels is the answer.
