What are you water parameters and what type of filtration are you using?
Are you using RO water?

If it were my tank not knowing the above information I would blast the rocks with a turkey baster or powerhead and then do a 20% waterchange.
Then I might add some fresh carbon and or phosphate media as needed.

Im not sure if diatoms produce bubbles, but either way I think my above advice still applies.
How often are replacing the carbon?
Have you cleaned the canister yet?
