Good Adhesive??

Im starting to add a few corals to my 46. The problem im having is that my urchin, snails, and hermits like to knock them over. The super Glue gel works great for sticking frags to rocks, but most of my frags are already glued to small rocks. Does anyone know of a good safe underwater adhesive that will stick the small rocks to the big ones? Id rather not remove the large rocks to glue stuff to them if I dont have to. Id like to find some sort of puty or someting that works underwater.
