The rock extends all the way to the top of the water column. A small piece actually protrudes just above the water but I have a small hole drilled in my return as a syphon break that ripples the surface and keeps the exposed piece moist.

I have heard of people in Japan letting there rock stay exposed and let the return keep it wet too.
Oh yeah your tank is WAY cleaner than mine

50 Gallon AGA with DIY HOB overflow
20 Gallon AGA for Sump

Thanks.
I do a 10 gallon per week water change and feed very sparingly. At the same time as the water changes I scrape down the glass and syphon the sand bed.
