Filtration system for basic fish only system

I have a friend wanting to switch from fresh to saltwater set-up. The tank is 30 gallons and is going to be a fish only aquarium. What kind of filtration system would be best? Should he go with a wet-dry with bio-balls, a bare sump set-up with Macro algae, or a hang on power filter? Also, should a protein skimmer be included? I am trying to keep it simple, affordable, but effective. Thank you!
