Ok Fritzin Dingle
How long's he been in the tank? what other "teacher" fish are in there. Knowing you nothing is harassing him, he's just trying to get used to all the activity in your house (and captivity).
He's not touching blender food either, right?

Most wrasses can't resist some sort of worm or bi-valve. Have you tried any of that?

Might help to know that the natives catch them on hooks! with bait even!

In the wild, bird wrasses are specialized feeders for crustaceans like small shrimp (speciallized "beak" for extracting them from crevasses, etc) might try some frozen (or live if available in your area) mysid shrimp. BTW, when they get the idea, they will eat your peppermint, etc shrimp if they get hungry enough... Voice of experience... ... usual attack is to pick the shrimp up and bash it against the rock until it is dead, then to pick it apart...
