EBO Jager heater help

My heater stuck in the on position the other day. I caught it almost immeadiatly so no damage done. I won an auction on EBay for three heaters. The best of the three seems to be the EBO it appears to be barely used. It is submersable and the adjustment knob is covered. No instructions.....How do you adjust these things?

Mine has a yellow plastic piece with an arrow that moves circular over a blue piece that has the temp readings on it- on the very top of the heater...

hard to explain!!

Hmmmmm Not this one it has a rubbery stem like it is covering a knob but it doesn't turn
