Copepods all gone :(

I looked at my tank at night with a flashlight and realized that I had no more copepods running around away from the light. Previously, I had thousands of them running around the sand at night. I guess it could be that I don't have any more hair algae on the back of the tank for them to breed in.
Does any suggest against putting in non RO/DI water to increase the phosphate levels to get the hair algae to grow?

I wouldn't. I think you would be playing with fire adding other contaminants besides Phosphates. You may want to invest in a refugium and macroalgae, just a suggestion.

I woulnt recommend TRYING to grow hair algae, most likely what happend with the pods is that now that your tank is more mature they dont have as much food, and thus their numbers have leveled off. Your live rock should provide plenty of breeding space for them. I wouldnt worry about not seeing them all over as it is probably a sign that your ecosystem is regulating itself.
