Here is some information about that species taken directly form Live Aquaria:

************************************************** *
The Fighting Conch is a hardy member of the Strombidae family. Despite their name, they are peaceful toward other tank mates. They are excellent sand sifters, and are very beneficial in the reef aquarium. As they burrow and dig through the aquarium substrate, they clean and aerate the bottom. Tongan Fighting Conches require a deep sand bed and do well in all sizes of reef aquaria with supplemental feeding.

The Fighting Conch is an omnivore and will also consume detritus. Supply pieces of fresh fish and dried seaweed, as well as high quality frozen foods, to supplement what they will feed on from the bottom of the tank. They are sensitive to high levels of nitrate and will not tolerate copper-based medications.

************************************************** *

The question now would be were the snails he was seen eating dead, or in the process of dying? I would not expect this snail to be an avid hunter of other snails, but maybe if it is really hungry it could go on the offensive. After all, according to the information above it appears that they will eat anything.

Hopefully somebody with more knowledge on this topic will chime in soon.

I have a fighting conch I've never seen him eat a snail .

He burrows himself in the sand during the day and comes out at night to graze

I have owned fighting and queen conchs both along with the nassarius vibex snails. and none of them even came close to eating or bothering any of my other snails. I have heard people say the super tongan nassarius snails have eaten snails. but not the smaller vibex.

you sure they are not a type of meat eating whelk instead? Conchs and other snails will eat other snails if the snail has died, or is weak. This is there nature as a clean up crew. They clean the tank of decaying matter. Are you sure the snails that were being eaten were alive and healthy?
