A calcium reactor is pretty much a device that fluidizes calcium based media? I know some incorporate the use of co2, but is this necessary to run one? Thinking of DIYing one...

Actually - all use co2 to lower the ph in the reactor to disolve the media to release the calicum. Some use the reverse flow meaning it goes from bottom to top and not top to bottom.

Yes, IMO it is necessary to use CO2 with the calicum reactor - other wise the effulent coming out of the reactor would be lacking calicum to maintain the tank's level.

Ca reactors need CO2 in order to work.

Kalk reactors do not, they just dump dissolved pickling lime into the system.

both are DIY capable.

kalk reactors require evaporation in order to work. Ca reactors are a semi closed system so they can operate constantly.
