Brown or Red algae

My new reef tank is now three weeks old with live rock and sand I have been waiting for the cycle to take place but have not noticed any changes in the nitrite and nitrate levels, both are well in the safe zone. My tank is now being taken over by this brown or ren algae. How do i know when my tank has cycled and i can add animals? How do I get rid of this algae?
