Yes they are pretty quiet from what I hear. the rating means that at 3' of head pressure, the pump puts out 800 gallons per hour. As you pump water up, plus make turns in pvc etc, you add what is called headloss on the pump which decreases the amount of water at the end of the run.

2nd, upsizing the input and return lines is a good thing. So if your set up is for 1" thats a good thing

all of that.
yes it is silent.
1" piping will be just fine. with a T3, you can get away with 3/4" piping, at it is a very high pressure rated pump, but i'd still keep 1" on the inlet

just keep in mind that they do add heat to the water.

If it's just a little off, you can always replace a little of the hard PVC with some Spa Flex PVC. Gives you a some flexibility and also helps isolate any vibrations the pump is creating.

If a pump is plumbed with a 1" inlet NEVER reduce the size of the inlet. This will restrict the pump and reduce the life of the pump. Oversizing the inlet is fins. Also never control the flow of a pump on the inlet side always the oulet side. FWIW
