Yes, you can make a nice little reef in a 10 gallon Eclipse now that you've redone the lighting. What watt PC's you have over the tank will determine what can go in there. You may want to ditch the biowheel as well, they can give you problems with nitrates.
First thing you need to do is trade in the
Maroon Clown. Not nearly enough room in a 10 for a Maroon; they get big. The scooter blenny must be eating prepared foods? They tend to fade away in tanks without a lot of Live Rock if they don't eat prepared foods.
You've got room for maybe one other small fish, like a small blenny or goby, maybe a
firefish or psuedochromis. Maybe a couple of shrimp and some corals.
