They'd be too risky for me to touch. Besides, they're PC's, as in "Piece o' Crap"
Well, that's pretty harsh, but I've been frustrated with PC's, I just can't get anything to grow under them.

That is dirt cheap. I think for 43 bucks I would risk it. JMHO.

look to see what the quarrenty is ...
but if they are what you need then give it a try..
might want to ask them how long they think the bulbs will last..

That is very harsh!, LOL, I just started for the first time ever using PC's , I have always used VHO's and MH. I have to say I am thinking that the PC's are better then the VHO's, The pc's have been advancing for some time now and VHO's are still at the same place for the past ten years or more when it comes to bulds and spectrum

I've got two tanks sitting side by side with VHO's and PC's (both actinic) and the corals in the PC lit tank glow better by the light of the VHO's in the adjacent tank! I put orange Monti cap frags under 10000K PC's in a 20L and within a week they had faded. I put them under a 20000K MH and they oranged right back up. Enough for me.
I really wish I could find some PAR values for fluorescent bulbs.
