03 are generally weighted to the 420 nanometer wavelength, These produce the desirable flourescence, some of the blue bulbs, notably older style PC lamps were blue but they wavelengths were not as concentrated in that portion of the band, thats why you see 96w PC (newer) refered to as
true actinic.
Then there are the white actinic, called 50/50 or whatever catchy name they use. These are broader spectrum bulbs that have daylight qualities but have a 420 nm peak built in. These seem to give a nice combination of growth and flourescence, at least in the VHO. THey also have a fairly neutra appearence to our eyes in that they look fairly" normal" not overly blue but definatly not the greenish yellow of say an Iwasaki bulb without supplemental actinic, HTHl
