28 gallon Nano Cube hqiand chiller

I am wanting to start a new tank and would like to get a 28 gallon nano cube hqi. I have read nothing but rave reviews about them, but the only thing that people mention is that you might want to add a chiller. Is it completely necessary to add a chiller when it has 2 fans on the lighting system? The only reason I ask is because I can't seem to find one under $300 and that just seems like a lot if it's really not necessary. Any help or info would be greatly appreciated!
