WTB 400 watt ballast/ help

As stated above, no pref on magnetic or electronic. also need a good external pump not sure on size but will be used for my frag tank (46 gal) and sump (100 gal). It would be set up in a closed loop. I'm clueless on this sort of set up so advice is welcome
