I'm recommending this because it seems like 3 weeks is a long time to go without eating. Under normal circumstances I would not try this. Purchase some guppies from the pet store, and then feed your other fish so they will not want to eat any more. Strain out the guppies and release them in the tank. You should get at least 2 dozen. They won't last horribly long in the saltwater, so prepare to net them out as they die. Just the frenzy of new fish might get him going. Another option is to try this with ghost shrimp or other live shrimp.

For what its worth, guppies can actually be acclimated to live in saltwater. They do fine in saltwater, but they have to be acclimated slowly (days at least). This doesn't necessarily help you with your feeding problem though.

I have had this problem with dwarves also, try krill, i noticed you havn't tried those yet. take the feeding stick with one on it and slap the water till you get his attention .... worked for me =)
