Gluing rocks to other rocks

What is the best glue for attaching rocks to other rocks. I have 50 pounds of 1-4 pound rocks that I want to aquascape into a scafolding for my 75g. What is economical but will hold everything together safely?

If they stack nicely and just need a little glue to keep from rocking then use the 2 part plumbers putty ( Harvey brand from any Menards or HD ) about $5 a tube.

If you need to be more secure than what that can provide. Look at my aquascaping document on the website. For the how to's of drilling the rock and using rods to secure and to make off balance structures that would not be possible with stacking method.
