That's not culturing brine shrimp, it is simply hatching brine shrimp. Hatching brine shrimp is very easy, and separating the hatched shrimp from the eggshells (or from most of them) is very easy if you have good quality eggs with a high percent hatch.
Culturing brine shrimp (raising them to adult size and maintaining an ongoing culture) is trickier (I have done this in the past, sometimes with spectacular success, and sometimes not with such success – my best cultures were in tubs outside in the summer). If you are growing phytoplankton then culturing brine shrimp to adult size would probably be a breeze, since you could use some of the phytoplankton to feed the brine shrimp.
I have never cultured phytoplankton, but have been wanting to do so for some time. One thing that crosses my mind when looking at the methods on the links you gave is that it seems there might be some residual Miracle Grow (or other fertilizer) in your final culture when you harvest the algae, and unless you concentrate the algae somehow before adding it to your tank it seems that there might be potential for accidentally adding fertilizer to your tank (???). If the algae are just going to be used to feed brine shrimp or rotifers though then I would not think this would be a problem.
