What is a closed loop system

I've seen that some people have closed loop systems. Could someone please explain this to me. Is this a good prevention for no flooding when the power goes out?

They are added to get more flow and they do not flood
I have one on my 200 gal I just have a pump in the stand that takes water from the tank and then blows it back in the tank at 2 different spots.
