Angry Puffer ?

In my FOWLR tank I have a tank raised clown and a stars and stripes puffer. The puffer is slightly larger than the clown.
But to get to the point I think that my puffer ate off half of my clowns tail. Is this a possibilty or should I start investigating in my tank for some other culprit. I am setting up a new tank for the clown right now, so if any one has any thing, esp. a normal fluroscent striplight I would like to buy some things. Tank is a 10 gallon.
Thanks

I though puffers were pretty slow and not very aggressive. Clowns are docile unless its pick a territory/ anemone substitute and then they get tough. Does the puffer show any damage or is it chasseing the clown?

The puffer looks fine, and sometimes the clown will get chased a little after following the puffer around. The clown just seem to be really curious and not afraid of anything. The clown seems to be more like a puffer, because it will let me touch it and will basically swim into the net if I need to catch it.
