dwarf angels aren't the hardiest of fish, no. If you have an established tank with good water quality and no overly aggressive tank mates, that's a start. Their diet seems to be the biggest problem. I'd feed a lot of Nori and the frozen formula Angel food (contains sponges), both treated with Selcon or the like, and not let it pig out on meaty foods.
They also aren't the best choice for a reef tank; they are "nibblers" more often than not.
