help with uv sterilizer

Hi
I have this 9v UV sterilizer and the bulb went out. So I ordered a new bulb. It came, looked good and I installed it. It did not work. I sent it back and waited for the replacement to come.
It came so again I put it in and it doesn't work. We tested the unit with a circuit tester and there was power. The socket was tested and it works.
Before I get ahold of this guy again I need to know if there could be some thing else going on with this sterilizer.
It looks to be just a bulb in a casing. Not to criptick.

If you have 120 at the socket then it's the bulb.

maybe check to make sure the connections are not bent a touch. maybe they are not making contact with the bulb pins.

Maybe the ballast is shot? That's what was wrong with my UV that was doing the same thing.
