Black PVC is the better choice over ABS and painted pipes. ABS is not for any kind of pressurized system. It is used in waste plumbing where gravity and not water pressure produce flow. I am sure when US Plastics says it's black PVC they will not give you ABS or something else.
Still is a myth that ABS is not OK for the aquarium even if further spread by a moderator. Because ABS pipe may float, freshwater fish breeders often keep it in their tanks as a refuge for target fish or rejected partners since the pipes float around up in the corners of the tank where the stressed fish also ends up.
Krylon fusion paint is used widely in the hobby even though the manufacturer can't say it is safe or durable for this app. It's formula is said to be very close to paints that have been approved for marine use but Krylon fusion has not been tested, certified or approved for that kind of use. It does not stick well to all plastics. Be sure pipes are clean and the surface roughed up a little so that you are not among the few that complain about this paint chipping off in spots.
Neither Krylon fusion paint or ABS plastic has been tested or approved for use in aquariums. The size of the potential aquarist market makes it unlikely a manufacturer would ever go through the process of applying for approval for either product in aquariums. However both have been used sucessfully by aquarists. Use your judgement, or use black PVC and rest easy.
