Ideally you place it on a shelf above the tank so that there's no chance that water will ever back siphon down the hose and drain out of your tank.
If you can't place it above the tank, then you can place it in the aquarium stand, or anywhere you want if you use a check valve to prevent back siphon.
Then you simply run a piece of air hose from the outlet on the Air pump to the air stone, or whatever you want to plug the air into in the aquarium, and plug in the pump.
