I have a 10 gallon nano as well but you have to be warned, the smaller the tank, the harder it is to keep healthy with more frequent maintenance and water changes. Stupidly my first reef was a 5gal hex lol... but anyways on my 10 I have an aqualight mini (18w) and a standard T8 15w flourescent like the one that comes with the tank and i have mushrooms, polyps and an open brain coral that are thriving. IMO a metal Halide would be absolute overkill but def go with PC(Power Compact) which is a normal flourescent but it is in the shape of a u to save space, or MAYBE even VHO(Very High OUtput) flourescent, but that might also be overkill. I have 3watts per gallon but you can have as many as 4-5watts per gallon. As for a filter, on something that small a hang over the back is really I think your best bet. I have an aquaclear20 that really does a good job with flow and filtration but you have to make sure you rituallistically clean the filter monthly and do weekly or bi-weekly 1-2 gallon water changes. If you really want a protein skimmer, look at Aqua Remora C. They are meant for these size tanks and will treat you better than a HOB filter. However it will be louder and you don't get the advantage of having the activated carbon running or the extra flow. Other than those things, 15lbs of LR is fine but if you stick with flourescent lights you probably wont need the fan on and you will also not have to deal with as much evaporation. B/c its such a small tank, evaporation is reallllly annoying so i pretty much covered most of my tank with a piece of glass and that absolutely cuts down evap by 80%. I reccoment a cover.
