If it's that cheap and new from eBay, it's not UL listed, and if it catches on fire, your insurance company likely will not cover any loss resulting from it.
Also, lighting is not the area you skimp in this hobby. You don't have to spend a fortune, but if you buy cheap equipment in the beginning you will be buying replacement equipment much quicker again than buying good equipment the first time. The major thing is quality of the bulb and ballast and efficiency of the reflector. It DOES make a difference... Now if you need evidence to back it up, I am more than willing to toss some your way.
