What in the World are these Things ?!!

some are green,some light green,others bright neon red..they colonize over a certain plant in my yard & i dont know what they are.are they a parasite or a harmless insect..here are some green ones..ill post the red later or if requested..they range in size as large as a mosquito to smaller than a flea.
