Alright, so the tingly from the reflector was not decifered. I turned off every single piece of equipment to the tank, except that light ballast, and it still straightened my hair. I assume it's some sort of induction into the reflector. is it recommended that I ground these suckers? Just wire them to the ground of the electrical outlet?

I would wire all the reflectors together and then run one wire to a good ground. Whether that be to the outlet or a ground located in the fixture or hood.
