Call your local water authority. That is supposed to be for storm drainage and may very well go to where your water department gets your drinking water from.

Just what is he cleaning up in there?? I mean, most of the time, you clean a carpet once or twice a year. Or does he do carpet cleaning for a living and dumps it on the ground?
If he's cleaning up anything hazardous in there, call the EPA-there are strict rules about disposing of hazardous waste-and some of the things considered hazardous can surprise you.

Casey, you need to get this guy ASAP. I'm sure I don't have to remind you how porous our limestone groundwater system is, and that is a very major contributor to our water table.

Report him ASAP. Here in CA. there is a $5000.00 fine for illegal dumping, and that would definetly be considered illlegal. EPA and OSHA should hear about this one.
