The easiest way to shop the auctions is to make friends with a used car dealer. Seriously! I've been to a few (never bought anything though) with a friend. It's a jungle for the uninitiated. Typically, there is the "A" line, where the better cars are run through, and the "B" line, where the much more experienced cars are sold. It moves at a fast pace and you need to have a keen eye and knowledge of cars and how to spot lemons and repairs. And, of course, there are no guarantees. Each wholesale auction may have different policies. That's why it's better to go with someone who really knows their way around.
License requirements vary from state to state. Not sure if there is such a thing as "Wholesaler's License". In TN, you get a "Car Dealer's License", or some such terminology. You do have to be a licensed dealer to participate (buy/sell) at the auctions. There are tax implications as well as insurance requirements. Here, in order to get a dealer's license, you have to have an actual sales lot with a sign and everything.
