I need to find a bike shop I think. The rim either needs trueing and spoke tighting,.. or it needs to be replaced. It almost went flat on me - it did go oval lol. Half the spokes are tight, the other half are so loose I can wiggle them around.

Easy enough to tru up a wheel, get a spoke wrench or a small cresent and start in on the loose ones, then back off on the tight ones. it pretty easy to set up a couple arms to fake a dial indicator to check for round and wobble, When I used to do a lot of spoked wheel chair wheels, i used the "pluck like a harp method" and try for similar pitch, while spinning the wheel on jig mounted axle and watching jury rigged side wobble and round reference points( think timing indicator pointer on a crankshaft pulley
