I think you may be getting your terms mixed up. HQI is a double ended bulb and the pic shows a single end bulb.

I was told HQI was a fancy European term for a HPS (High pressure sodium ballast) which has a few more watts to it 30 or so extra. Which is what this ballast is (HPS) I ran a 400 watt 20 K Radium in it worked great. I'm defiantly not an exspert though this is what I found out from my research.
