yes, the skimmer needs to be submerged, doesn't NEED to be in the tank, you can put it inside your sump too if you have one.
i don't have a current picture of it, i can probably snap one tomorrow if you want to see it.
here's the quick specs;
- Recommended for aquariums from 40 to 200 liters (10 to 52 gal) of salt water
- Dimensions: 4.9" L x 2.1" W x 13.3" H
- Immersion depth: approximately 7" to 8.6"
- Skimmer cup volume: 0.3 l (0.79 gal)
- Air capacity: 150 l/h (39.6 gal/h)
- Power consumption: 10W

they are still available.
are they too much? it depends on waht you're going to use them for.
the PS2 would make a great pump for a closed loop system on that size tank.
you could possibly use the 50PX as a sump return pump. depending on how much flow you like through your sump, you may need to put a ball valve on it to restrict the flow, it's still a pretty strong pump
and if you have a really big skimmer, the PS3 could power that one. it was TOO powerful for my aqua-c EV-180, i used the 50PX to power the skimmer.
as for pricing (shipped); $90 per pump, $200 for all three.

chiller
how much do you want for the chiller? that does have a digital control built into it yes? does not need a temp controller right? Also, how much for one of those timers......and both would be shipped to Miami, Florida. How much for the skimmer along with a pump to power it as well.....thanks......
EDIT...also would need a pump for the chiller....
