I agree with Dave. Through further analysis, the SUV does brake. It looks like it was taken from a traffic cam. If this happened in Miami or LA, this is just normal everyday driving.

Watching closer you will see how the traffic does slow but does not come to a stop. It happened so fast the didn't need to stop completely. If its a doctored video....great job on the editting table.
