You don't need and anemone and it's not size but how mature they are.

i got one pair that will tear apart any anemone i put in the tank within minuets so i made a fake one with nylon rope and they try to tear it up but cant but stay in it at night, that pair id pretty large, the female is about 3 and half inches and the male is about 2 and a half inches, they are also about 12 years old tho and breed about once a month.

i have another pair in my reef tank that lives in some frogspawn and the female is just over 2 inches and the make in MAYBE 1 inch. they are both 1 and a hald years old and just started breeding. the male has not increased in size since i bought him when he still had only 2 bars but finished developing that thired bar.

if you want a breeding pair just get 2 around the same size, if they are a little over an inch the odds are that they are within 6-8 months of being mature but it will take a while for them to establish sex roles at that size.
