The flow rate and therefor pump desired is figured by what you need out of the pump.
figure out how much water your skimmer can process, along with any other needs such as a chiller or cansiter filter if you employ them and the total you need for these three jobs is how big of a return pump you need. You can also alwasy oversize yoru return and simply scale it back with a ball valve for each purpose and you will get not only one pump to take care of several jobs, but have room to actually set it how you want.
Chances are for that size tank you wont want to be moving any more than 4-600 gph through your sump. If you move any more water by your skimmer than it can process then you are just intentionally diluting your "dirty" surface skimmed water with clean water before skimming it and returning it to the tank. Moral to the story is too much flow through yoru sump and you will not be skimming to your equipmetns potential
