Is it possible that the breaker is bad? Kind of pulling at the air here.

It's possible, but extremely rare, breakers are made to incredible quality standards. Far more likely that the ballasts or GFCI is bad.

Do they trip any GFCI receptacle they are plugged into? Or just the one? If any receptacle trips, then you obviously have a problem with the fixtures. If your still in warranty just return them for new ones, if not make sure everything metal is grounded correctly.

I assumed you were using GFCI breakers (as per your initial post), not receptacles.
